Full Salary Range: $38,400 - $48,943Hire Range: $38,400 - $44,414 DOEHousing Authority Inspector is an Open-Competitive Onondaga County Civil Service position and if hired, continued employment will be contingent on qualifying for, successfully passing, and reachability off the applicable Onondaga County Civil Service Exam.After a conditional offer of employment, a favorable background check, verification of education and work history, and illegal drug screening must be completed prior to starting employment. Proof of identity and legal work authorization will also be required.MINIMUM QUALIFICATIONSA. Graduation from a regionally accredited or New York State registered college or university with an Associate Degree in Architecture Technology, Building Construction Technology or a closely related field; or,B. Two (2) years of work experience, or its part-time equivalent in the inspection, construction, or repair of buildings.SPECIAL NECESSARY REQUIREMENTMUSThave possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.DISTINGUISHING FEATURES OF THE CLASSThe work involves responsibility for inspecting subsidized housing units owned and/or managed by the Syracuse Housing Authority (SHA) to ensure that the residences comply with the Housing Quality Standards of the Federal Department of Housing and Urban Development (HUD). The class is similar to other housing and building inspection classes in the required knowledge of inspection procedures and building components. The Housing Authority Inspector is distinct by virtue of its knowledge of HUD regulations pertaining to housing standards relating to occupancy and other HUD regulations relating to leasing of inspected units. Employees in this class are under the general supervision of a higher-level employee. Supervision is not a responsibility of this class. Certain assignments made to employees in this class will require reasonable access to transportation to meet fieldwork requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.TYPICAL WORK ACTIVITIESInspects building components of public housing units operated by SHA and reports deficiencies by submitting work orders to have issues fixed by maintenance team.Follow-up inspections to ensure necessary repairs have been made.Creates inspection records by operation of software on a laptop computer.Maintains files and records pertaining to inspection and leasing.FULL PERFORMANCE KNOWLEDGES, SKILL, ABILITIES, AND PERSONAL CHARACTERISTICSGood knowledge of inspection procedures used to examine building components to identify unsafe or unsanitary conditions.Good knowledge of building components in public housing inclusive of structural, mechanical, electrical, lighting, heating and ventilating and major kitchen appliances.Good knowledge of housing codes, laws, and regulations of the federal department of Housing and Urban Development.Ability to identify deficiencies in building components through physical inspection.Ability to use a laptop computer and housing inspection software to create inspection records.Ability to understand and interpret written material.Ability to keep records pertaining to the inspection process.Ability to relate well with others during the inspection process.
