POSITION: Fiscal Intermediary - Self-DirectionHOURS: Full-Time 40 hours per weekMonday Friday 8:30 am 4:30 pm Scheduled hours subject to change based on program/participant needs. Main Function:Under supervision of the Assistant Program Director, and in keeping with Agency policies and procedures, professional standards, and applicable OPWDD regulations, provides quality assurance and administrative support to individuals and their families related to their Self Direction services. Duties include assisting individuals to develop and self-direct their services, review of documentation and billing, ensuring payment of approved services and oversight of fiscal accounting and reporting. Duties and Responsibilities:

  • Billing and Monitoring of Documentation Reviews staff documentation for proper completion and accuracy for billing. Ensure all monthly summaries have all required element, support billing and are completed within Agency timeline. The FI ensures that a Memorandum of Understanding (MOU) exists between the self-directing individual and themselves as FI. Performs OPWDD and Agency compliance reviews of Life Plans including facilitating any corrections needed to ensure all billing requirements. Performs monthly financial and utilization review for individuals on assigned caseload, and works closely with Support Brokers to rectify items on a timely manner. Ensures Staff Action Plans/Life Plans are received timely following review meetings. Ensures all Staff Action Plans/Life Plans and Timecards have matching documentation and are up to date. Ensures DDP2s are updated every 2 years Maintains individual records and data required by OPWDD and Medicaid to support Medicaid billing (ex. Life Plans, LCEDs etc.) including any follow-up with the Care Manager, as necessary, for any missing non-compliant documentation. Provides approval for Consultants/Contracts including coordination with provider to finalize: OPWDD clearance, guidance on Treatment Plan, contracts, coordination of Consultant requirements and communicates final approval to begin services to Finance Office, Individuals, Broker, etc.
  • Payment of approved goods and services Reviews staff timecards for proper completion and accuracy for payroll processing. Responsible to follow-up on needed timecard corrections. Reviews and approves reimbursements for individuals on assigned caseload based on Medicaid and OPWDD guidance. Works closely with FI supervisor to maintain consistency and ensures timeliness of payment to individuals.
  • Fiscal Accounting and Reporting Reviews, and approves for submission to OPWDD, and implements Start-Up, Initial and Amended Budgets, including Cost Neutral Budget Amendments, communicating budget changes to Agency departments including Human Resources, Finance and Corporate Compliance. Completes and submits Out of State requests. Represents AccessCNY as the FI at Life Plan reviews for each individual on the FI caseload (twice annually). Completes thorough preparation in areas of budget reimbursements, OPWDD and Agency compliance and financial oversight and presents at the Life Plan meeting. Reviews monthly utilization for direct provider services, works closely with Support Brokers on any over usage trends. Sends a report monthly to individuals detailing their expense usage in all categories of their budget, including remainder balances through end of budget year.
  • Staff Training/Supervision The FI assists the self-directing individual to self-hire staff, providing hiring and discharge practices for these staff, arranging for back-up staffing and other related tasks. The Human Resources Department is responsible for conducting New Hire Orientation, to include verification of all requirements. Responsible for the supervision and development of Self-hired support staff. Provide Self Hired staff all required OPWDD trainings. Provides instruction and teaching to Self-Hired staff in the skills, duties, and responsibilities required of their positions. Ensures appropriate, effective and timely communication, including keeping staff informed and trained on policies and procedures in a timely and clear manner. Facilitates staff evaluations for individuals on the FI caseload as necessary Maintains staff training records
  • Community and Teamwork Work collaboratively with participants, families, program staff, co-workers and supervisor Participate in Agency and community meetings, committees and task teams as identified by supervisor Participate in opportunities to learn more about alternative options in an effort to develop and/or expand new and current program as appropriate Participate in Agency-wide events, advocacy, and/or community education.
  • Agency Standards and Procedures Ensures department staff follow Agency standards and procedures Follows all Agency Standards and Procedures Provides and ensures department staff provide person-centered, quality services Participates in internal and external audits (OPWDD) In conjunction with Quality Enhancement department, implements an internal quality enhancement program Ensure implementation of any required plans of corrective action
  • Other duties as assigned Education/Experience:High school diploma/GED required. Broker certification or one year experience working as a Fiscal Intermediary. One year experience working with people with disabilities preferred. Position requires good verbal and written communication skills. Must have attention to detail and accuracy. Must have the ability to multi-task, prioritize and work independently. Must be able to demonstrate teamwork and professionalism. Basic word processing and e-mail skills are required. Knowledge of OPWDD services preferred. Conditions of Employment:Must have a valid New York State Drivers License in accordance with the Agency Vehicle and Driving Policy and transportation necessary to meet program needs. Must be able to travel and adhere to a flexible schedule to accommodate participant needs. Completes Support Broker training curriculum within 90 days of hire to ensure up-to-date knowledge related to delivery of Self-Direction Services. Must participate and meet established requirements in a database check through the Division of Criminal Justice Services as defined by the State of New York, Office of People with Developmental Disabilities, Chapter 575 of the Laws of 2004. Must participate in successful database checks through the HHS Office of Inspector General, Excluded Parties List System, New York Office of Medicaid Inspector General and Specially Designated Nationals.
